I downloaded transaction data for DEFC COVID spending. I have some questions:
1. In the downloaded data, some transactions have multiple DEFC codes in the field disaster_emergency_fund_codes_for_overall_award. Here is an example: "N: Emergency P.L. 116-136;Q: Excluded from tracking (uses non-emergency/non-disaster designated appropriations)".
Is it safe to assume that the Q code for "excluded from tracking" isn't applicable to the transaction in my download, since I selected for all COVID spending? In other words, it is safe to assume that the amount under obligated_amount_funded_by_COVID-19_supplementals_for_overall_award (or under outlays for COVID supplementals) is actually all funded under COVID disaster funding?
2. What does the "for overall award" part of the obligations or outlays funded by COVID-19 supplementals mean?
3. Why do some transactions have higher outlays than obligated amounts? My understanding is that obligations are an agreement to spend, and outlays are spending.
