    Hi Sophia - Thank you for your question.

    "Base_and_exercised_options" is the base contract and any options that have been exercised for the life of award.

    "Federal_action_obligation" is the amount obligated in each transaction on the award and is associated with a specific action_date. This is a better value to use to determine the amount obligated in a given time period like fiscal year.

    Both of these values are obligated amounts. USAspending has just started including outlayed amounts on awards funded by the CARES Act and other COVID-19 laws.

    Obligations are the amount the agency agrees to pay. Outlays are the actual amounts paid.

    Is there a column within the database to view the outlayed amounts on awards by agency and receipt (not just those that have been funded by the CARES Act and other COVID-19 laws)? 

    I see the following categories, but not actual amounts paid/outlays:

    federal_action_obligation; total_dollars_obligated; base_and_exercised_options_value; current_total_value_of_award; base_and_all_options_value; potential_total_value_of_award.

    The database column with outlay amounts is gross_outlay_amount_by_award_cpe. However, this is only populated for COVID-19 awards.
