    Hi Jenna - Thank you for your question.

    The contract data for USAspending.gov is sourced from FPDS.gov. Nothing has changed about how we process the FPDS data in a way that would affect what you're highlighting, so any changes to the funding agency are a result of adjustments USACE/DOD made in the source FPDS data to the funding sub-tier agency when they submitted or updated their contract records there.

    We have no information on why any such changes in the source data were made. We recommend asking DOD and USACE that question.

    Note that you can find numerous recent USACE-funded contracts in Advanced Search if, in the Funding Agency filter, you type "corps" and select "Corps of Engineers - Civil Works (USACE)". So whatever change may have occurred in the FPDS source data, it didn't happen across the board.

    Jenna,

    Have you tried looking at the awarding_sub_agency / funding_sub_agency. (The latter is blank unless different from the awarded, but important if you want to distinguish funding).

    I think there was some evolution in the granularity of the agency code used in the contract_transaction_unique_key, which may be the source of the discrepancy. However, the fields I mentioned are more detailed and should break out USACE consistently.

    Yes, the funding_ and awarding_ sub_agency_name/code appears to just be Dept. Of the Army. So, still no clarity on which contracts once were/might still be categorized as USACE but no longer are. 

    Is there any documentation on why, when, or how this change was made? Which contracts were recategorized and why? If there might be some other variable that indicates when the USACE is involved in/funding a project?

    We understand your concerns in identifying USACE awards, however USAspending is unable to determine why the changes were made and how to identify previously USACE funded awards. We recommend contacting the agencies directly.

    You can find numerous recent USACE- funded contracts in Advanced Search, in the Funding Agency filter, you can type "corps" and select "Corps of Engineers - Civil Works (USACE)". So whatever change may have occurred in the FPDS source data, did not happen across the board.
